Wang Jiazhong pointed out in the report that 2019 is the 70th anniversary of the founding of the People's Republic of China and a crucial year for winning the bid to build a moderately prosperous society. Since this year, the Department of Agricultural Mechanization has thoroughly implemented the spirit of the Central Rural Work Conference and the No. 1 central document, and actively carried out various work to promote the implementation of the Guiding Opinions of the State Council on Accelerating the Transformation and Upgrading of Agricultural Mechanization and Agricultural Machinery Equipment Industry, namely the GF [2018] No. 42 document. In the first half of 2019, the work of the Agricultural Mechanization Department was carried out in an orderly manner, and the national agricultural mechanization industry remained stable and improved, showing an overall trend of accelerating transformation and upgrading.

Ensure the implementation and implementation of Document No. 42

Wang Jiazhong introduced that in the first half of this year, the Agricultural Mechanization Department mainly extensively and deeply promoted and implemented the National Development and Reform Commission [2018] No. 42 document from four aspects to ensure the implementation of policies.

Firstly, the Agricultural Mechanization Department and the Planting Department of the Ministry of Agriculture and Rural Affairs jointly held the National Spring Agricultural Production and Agricultural Mechanization Transformation and Upgrading Work Conference. The meeting thoroughly studied and understood General Secretary Xi Jinping's important discourse on doing a good job in the work of agriculture, rural areas, and farmers, analyzed the situation of agricultural production in depth, and deployed key tasks such as strengthening agricultural production, developing rural industries, innovating agricultural management methods, and promoting the transformation and upgrading of agricultural mechanization.

Secondly, the Department of Agricultural Mechanization actively coordinates with various departments within the Ministry of Agriculture and Rural Affairs to issue a notice on accelerating the transformation and upgrading of agricultural mechanization, emphasizing and consolidating the implementation of the document's spirit in various departments of the agricultural and rural system from 10 aspects, including improving mechanisms, focusing on planning, and strengthening guidance.

Thirdly, the Ministry of Agriculture and Rural Affairs has established a joint mechanism with the Ministry of Industry and Information Technology. Specifically manifested in the following five aspects, firstly, the acceleration of mechanization throughout the entire process. Wang Jiazhong introduced that the input of machinery and the level of mechanized operation during important agricultural seasons such as spring plowing and "three summers" this year have reached new highs. High performance machinery and information technology are widely used, and the situation of agricultural machinery safety production is steadily progressing. More than 180000 agricultural machinery service organizations, over 5 million agricultural machinery households, and over 22 million agricultural machinery have been invested in spring plowing production nationwide. During the "Three Summers" period, the wheat machine yield exceeded 96%, an increase of 0.5 percentage points compared to 2018, and the single machine harvesting efficiency increased by more than 30%. The mechanization level of summer grain harvesting, straw processing, and co sowing of seeds and fertilizers in the main production areas has also exceeded that of 2018. Various entities such as agricultural machinery production and sales enterprises have actively participated in the demonstration construction of full mechanization. A number of full mechanization and comprehensive agricultural service centers have demonstrated their skills in agricultural production in the first half of this year.

The second is that the mechanization pattern of ****** is taking shape. The demand for mechanization in the fields of animal husbandry, facility agriculture, and initial processing of agricultural products is strong. Some machinery for the resource utilization of livestock and poultry manure has been added to the subsidy scope, guiding both the supply and demand sides to focus more on the mechanization of animal husbandry. In addition, the construction of agricultural facilities is also tending towards large-scale and mechanization. The pilot work of standardized facility agriculture subsidy new products is also being carried out in four provinces. The mechanization of initial processing of agricultural products is also steadily developing, and the demand and application of preservation equipment are gradually expanding. Mechanized transformation of farmland in hilly and mountainous areas is gradually being implemented in provinces such as Southwest and North China, and the mechanization pattern is gradually forming nationwide.

Thirdly, the speed of technological innovation has significantly accelerated, and the pace of independent innovation in agricultural machinery and equipment has accelerated. For example, the technology of 200 horsepower tractors equipped with power shifting has been industrialized; There has been a significant leap in the manufacturing technology of rice transplanters, breaking through the technological monopoly of developed countries; The situation where cotton harvesters mainly rely on imports has gradually changed; The technology of domestically produced sugarcane harvesters is becoming increasingly mature; The technological reserves of facility agriculture and healthy breeding equipment are becoming increasingly abundant, and the production capacity is increasing day by day; Four green mechanization technologies, including the full mechanization of rapeseed production, have been included in the top ten leading agricultural technologies of the Ministry of Agriculture and Rural Affairs. Intelligent agricultural machinery based on Beidou navigation, such as autonomous land acre measurement and production joint harvesters, crop protection drones with route planning functions, unmanned tractors, and no till precision seeders, are stepping from field trials to the front line of production.

Fourthly, the layout structure of agricultural machinery and equipment supply tends to be optimized in the process of deep adjustment. From January to May 2019, the main business revenue of large-scale agricultural machinery enterprises increased by 2.16% year-on-year, and profits increased by more than 6% year-on-year, but the overall market was operating at a low speed. The agricultural machinery industry has entered a period of deep adjustment focused on stock, renewal, structural adjustment, and technological upgrading, and has begun to move towards the path of transformation and upgrading. The mechanization of animal husbandry and the production of major economic crops such as fruits, vegetables, and tea, especially the production and sales of specialty and niche products, has shown rapid growth. The main revenue and profits of animal husbandry machinery are far higher than those of other agricultural machinery sub industries. The demand for niche agricultural machinery products such as cotton harvesters, sugarcane harvesters, and hilly and mountainous areas is strong, and the supply of agricultural machinery equipment is effectively supporting the demand trend for the full development of agricultural mechanization.

The fifth is that the reform of "streamlining administration, delegating powers, and improving services" for agricultural machinery has achieved significant results. The important policies and institutional reforms for agricultural mechanization have been recognized by farmers, enterprises, and industries, and the management and supervision of agricultural machinery subsidies have become more effective. Especially in curbing the chaos in industries such as "big horses pulling small cars", the order of the subsidy market has become more standardized. In addition, the informatization of subsidies has been actively promoted, and the digitalization process of policy implementation services has been initiated. New methods for agricultural machinery testing and identification have been implemented, and the channels for identifying innovative agricultural machinery products have been further opened up. The number of agricultural machinery enterprises applying for identification has also increased significantly compared to the same period last year. The informatization of agricultural machinery identification has played a very effective role, and the entire process of applying for identification has been completed online, which is more convenient,

We have also entered the fast lane of promoting further innovation in the system of agricultural machinery scrapping and updating, maintenance supervision, and tractor driving training schools. Wang Jiazhong pointed out that the situation of agricultural mechanization development in China was good in the first half of the year, laying a solid foundation for the promotion of various goals and tasks of agricultural mechanization work in the second half of the year. It is expected that the total power and comprehensive level of agricultural mechanization for the whole year will achieve the "13th Five Year Plan" goals ahead of schedule.

The task of agricultural mechanization in the second half of the year is arduous and full of challenges

Wang Jiazhong pointed out that although the development situation of agricultural mechanization was good in the first half of the year, the tasks in the second half of the year are still arduous and full of challenges. He said, "From the current perspective, agricultural machinery subsidies in some provinces have not yet been initiated, and the special appraisal mechanism for innovative agricultural machinery products is not yet sound and needs to be vigorously promoted. In the second half of the year, the rebound momentum of the agricultural machinery industry, especially the traditional agricultural machinery industry, is still insufficient. The quantity and quality of equipment required for mechanization in industries other than grain production mechanization are still difficult to effectively supply, and the task of solving the problem of 'inorganic availability and no good machine use' is still arduous

Wang Jiazhong revealed that in the next step, the Ministry of Agriculture and Rural Affairs, especially the Department of Agricultural Mechanization Management, will work together with relevant departments to fully leverage the role of the national mechanism for coordinating and promoting the development of agricultural mechanization, and work with provinces to jointly solve the problems of mechanization development in various regions. A number of typical models of full mechanization will be launched in the field of full mechanization. In terms of implementing policies that benefit agriculture, we will further promote the precision of agricultural machinery subsidies and increase support for characteristic industries, machinery in hilly and mountainous areas, and green innovative agricultural machinery. In addition, the government may adopt the method of purchasing services in the future, entrusting agricultural machinery dealers to carry out activities such as agricultural machinery training and extended warranty in the local area.
